Can't change Issue "Assigned" to field.

Description
In "Issue information", there is a field for "Assigned", for choosing who the field is assigned to. The list doesn't seem to show anybody other than the currently logged in user, even if that user is the admin or has admin priviliges.- Login to post comments

I guess you can only choose from the list
of "developers" of the project. There used to be a link somewhere to see
who the developers are, but now I can't find that link anywhere.

Another guess: you can't see developers because the project is not associated with a CVS repository. I have not checked the php code to verify this guess, but it makes sense in a way

actually, I think this is a correct feature: everyone is volunteer, so nobody can assign work to someone else. You can only ask someone if he wants to assign the task to himself
