Can Pdfinclude support pdf documents with embedded fonts and non default codepage's?
I need to create pdf doc with eastern europe codepage (1250 or iso-8859-2).

At the present time, I think you might get more and faster responses to support and usage questions from the pdfInclude list on PEG http://www.peg.com/lists/pdfinclude/web/
PDFInclude supports pdf documents with embedded fonts. I am not sure about non default codepages but I can't see why not. Have you tried it for the team?
A few years ago (ancient version of pdfInclude) and version 8 Progress is probably not a very good indication of what you can do with modern versions.
Do you have a copy of Acrobat? I would suggest that, if you can do this with Acrobat, then whether or not you can do it with the current pdfInclude, there is an excellent chance that it can be made to work.
No I don't have Acrobat, but I have my bank reports in pdf files and they have encoding I want.
They use embeded true-type fonts and encoding "Identity-H".
If you know pdf's specs, maybe I can attach one file so you can look into it?

Would you be willing to try libxlsx to create Excel as well as PDF files (of course, it also works on UNIX/Linux) ?
You could use MS Office or Open Office to design your forms.
You can use any font (the encoding is always unicode) to create an Excel or PDF file.
If you give me 5 minutes I'd be happy to show you the tool first hand.
