It's <a href="http://sourceforge.net/projects/vssplugin/">org.vssplugin</a> developed by <strong>Marcus Nylander</strong>, unfortunately it's not been updated since 2007. The latest version is 1.6.2 and it was developed for Eclipse 3.2, so it doesn't work with 3.4 and higher.
